9 New Arizona Laws You Should Know for 2025

New year, new laws: From flying the coop to “The Taylor Swift Act” and “The Tamale Bill,”  there are 9 new laws you should know about for 2025. Familiarizing yourself with the latest legislation is important because these changes may impact you, “ignorantia juris non excusat,” or “ignorance of the law is no excuse,” is just as relevant in the modern world as it was when the ancient Romans wrote it into law.

1. New Death Benefit For Families of First Responders

Prop 311 creates a death benefit fund for widows or children of first responders who are killed in the line of duty during a crime, giving them a lump-sum payment of $250,000 once a suspect is convicted.

2. Property Tax Refund for Non-Enforcement of Public Nuisances

Prop 312, property owners to apply for a property tax refund from a governing authority that fails to enforce public nuisance laws or certain zoning ordinances such as illegal camping, loitering, public consumption, or other nuisances. People can apply for up to 10 years, but you must have proof of expenses and proof the expenses are related to law enforcement failure. The refund can’t exceed the amount someone paid in property taxes the year prior.

3. Steeper Penalties for Sex Traffickers

Prop 313 requires a person convicted of a class 2 felony for any child sex trafficking offense to serve a life sentence. It also makes them ineligible for parole or any form of release. 

4. The Secure Border Act

Prop 314, also known as the Secure the Border Act, makes crossing from Mexico into Arizona outside a legal port of entry a state crime.  The proposition gives local law enforcement new authority to arrest people who cross the border illegally rather than leave it up to federal law enforcement. This law is similar to one that was passed in Texas.

5. The Taylor Swift Act

Two bills, dubbed the “Taylor Swift Act,” have been added to the 2025 law. Both aim to crack down on ticket resellers and bots. Bots can no longer buy tickets in bulk or use multiple emails and IP addresses to circumvent security measures. The bill also prohibits resellers from selling multiple copies of one ticket, reselling tickets before they are publicly available, and failing to disclose seat locations prior to purchase.

6. The Transaction Privilege Tax

The Transaction Privilege Tax, or TPT, will save renters some extra monthly cash statewide. In the new year, this tax ban requires that property owners stop collecting the residential rental tax. Renters will begin to see these savings in January as landlords must drop the tax automatically. However, this tax only impacts leases longer than 30 days.

7. The Tamale Bill

This new cottage food law legalizes the sale of perishable, homemade foods like tamales that are often sold by street vendors or out of homes. The difference in this year’s bill was a redefinition of “home kitchen” to prevent commercial food preparers from dodging restaurant regulations. Home cooks are, however, required to have a valid food handler certification.

8. Rideshare Drivers DIU Rules Tighten

This new law makes the DUI threshold stricter for rideshare drivers. The previous legal blood alcohol (BAC) limit for rideshare drivers was 0.08 under new laws, the legal BAC is now 0.04. 

9. The Backyard Flock

With the price of eggs once again on the rise, more Arizona residents may be considering keeping a backyard flock. New laws as of 2025 state that cities and counties cannot adopt ordinances or laws that prohibit a resident of a single-family detached home from keeping backyard chickens or other fowl. The law now permits having up to six chickens in a residential backyard. However, roosters are still not allowed.
